It is important to have consistent measuring techniques. I find the scoop & level technique to be the most consistent. Scoop the flour into the measuring cup. Do not pack or apply too much pressure while scooping! Use a straight edge to remove the excess and you’re done! The same technique can be applied while using measuring spoons.
Measuring by weight creates much more consistency! Turn the scale on, and making sure the appropriate unit of measurement is selected: here we are measuring in grams. Use the tare or zero button to make the scale go to zero before adding your ingredients.
